63 implement a route for deleting transfers on the relay server

## Description Added a route to delete successful transfers from the relay server ## Motivation and Context To keep the system clean it is necessary to remove old transfers. Closes #63 ## How Has This Been Tested? This was manually tested against a local test setup and the shuttle setup.
